first option a if two sides are equal and parallel then it is sufficient condition for parallelogram
in second option opposite sides opposite are parallel to each other which is also sufficient condition
in third option two opposite sides are parallel while other two are equal this is not sufficient condition for parallelogram as it could be a trapezium
so the answer to this question is option c
